The SDC By-laws set forth rules by which the Union is governed and run, and include sections such as  Elections, Negotiations, and Dues and Assessments. Regarding Assessments, the By-laws state, in part, that assessments on income earned within a quarter are due and payable by the end of the following quarter. Assessments not paid on time are subject to a penalty fine for each quarter during which they have not been paid.
